Date and Location: Bilbao (Spain) from 30 September to 1 October 2025
This report shows how Bilbao and the Basque Country use a rights-based, locally anchored governance model to create trusted access to support for migrants in irregular or vulnerable situations, including through municipal registration. By examining the one-stop desk Harreragune, municipal services, diaspora organisations, intercultural mediation and dynamic but structured governance networks, the report illustrates how open access and community trust can support outreach, inclusion and future-oriented counselling, including on Assisted Voluntary Return. It also highlights the role of a shared strategic narrative in sustaining cooperation across levels and actors.
