Reintegration Assistance Tool

About RIAT

The Reintegration Assistance Tool (RIAT) is a digital platform designed to manage individual reintegration assistance. It is available to all EU+ Member States (EU+ MS), including return counsellors, government administrations, EU agencies like Frontex (which organises reintegration support), and reintegration partners in countries of origin. RIAT streamlines the collaboration between these various stakeholders, ensuring a smooth and efficient exchange of information as well as effective and swift processing of reintegration support.

This unified process, now adopted by all EU+ MS, standardises reintegration case management across the EU. It enhances operational cooperation among MS – enabling large-scale initiatives such as the EU RP improves process monitoring, and consolidates statistical data.

RIAT is developed and hosted by the European Commission (EC) and is considered a vital part of the EU’s digital infrastructure for managing return and reintegration. The Return and Reintegration Facility (RRF) supports the EC in further developing RIAT by providing system support  and offering implementation assistance to MS through training, coaching, and a helpdesk.

RIAT – How does it work?

The RIAT process operates through information exchange at three key moments:

RIAT provides MS with complete transparency over the reintegration process for individuals they support, empowering them to take responsibility for both the operational and financial aspects of reintegration assistance.
Operationally, RIAT allows direct interaction and information exchange between return and reintegration counsellors, enhancing understanding of both pre-departure and post-arrival phases of reintegration.

Projects

All reintegration projects, regardless of size, purpose, or geographic scope, can be managed through RIAT. Project administrators decide whether to make projects accessible to all EU+ MS.

RIAT for Users

The sections below are tailored for existing RIAT account holders who actively engage with the platform. Here, users will find the latest updates, essential information, and dedicated RRF support to assist with ongoing activities and ensure a smooth experience on the system. Functional Updates

RIAT continues to evolve, with regular improvements and new features. Numerous developments will be released in the coming month. To stay updated with the latest news and information, check our section below “News and Monthly Updates“:

  • The Contact Log functionality has been reinstated. This feature enables users to document interactions with returnees separately within RIAT. Through the Contact Log, users can record and monitor touchpoints with returnees, as well as capture the outcomes of these interactions. You can find more information on how to use this function via these guidelines;
  • Automatic blacklisting of unauthorized email addresses has been implemented, restricting access for addresses from free email providers;
  • The export feature now includes state transition comments (such as those e.g. in the caselog), which are now included in the export backup for closed cases.

RRF Support

RRF supports all projects running on RIAT by handling the technical configuration and providing training to MS and reintegration partners involved in each project.

Initially, RRF’s implementation support focused on basic functions, set-up, and access management. However, as all EU+ Member States are now familiar with RIAT, the emphasis is shifting towards helping users maximise its potential as a tool to improve the quality and effectiveness of return counselling, as well as to enhance return management.
