Insights from the RRF observation mission to Armenia
5-6 November 2024 – Armenia. The RRF Observation Mission in the framework of the Local Ownership in Armenia (LOSRA) project provided an opportunity for RRF Member States to deepen their understanding of LOSRA’s activities, progress, and challenges. Representatives from Belgium (FEDASIL), Germany (BMI, ZUR, and LfAR), and France (OFII) participated in this two-day mission aimed at observing the project’s implementation and the transition of reintegration responsibilities from the Armenian Migration Service (AMS) to Ministry of Labour and Social Affairs (MoLSA), particularly the Unified Social Services (USS).
The LOSRA project is focused on two components: complementary reintegration services and capacity building. A key highlight of the mission was the comprehensive presentation on these components, offering participants an in-depth understanding of the project’s framework, achievements, and objectives.
Key Activities:
- Visit to the referral desk at the Unified Social Services (USS) premises
Delegates visited the newly relocated referral desk at the Arabkir Territorial Center of Unified Social Services (USS) in Yerevan. They met with the reintegration counsellor and the psychologist which provided insights into the desk’s day-to-day operations, its cooperation with USS staff and EURP reintegration partner (Caritas Armenia), the implementation of complementary reintegration services, and the profiles and aspirations of returnees.
- Site visits to meet beneficiaries
The delegates gained meaningful insights during the visits, where they had the opportunity to observe the tangible results of the delivery of complementary reintegration services. They also engaged in discussions with beneficiaries to gain a better understanding of how the reintegration path is evolving and what challenges exists.
- Stakeholder Engagement:
The meeting with the First Deputy head of USS allowed for fruitful discussions and valuable exchanges on the current transition of ownership and responsibilities over reintegration of Armenian returnees as well as future perspectives to foster collaboration.
- Collaboration in Action:
Participants observed collaborative efforts between local partners, government authorities, and the LOSRA team, which highlighted the importance of a coordinated approach to migration management.
Outcomes:
The mission showcased the tangible results of the LOSRA project and its impact on returnees. It also sparked meaningful exchanges on the evolving role of MoLSA in leading reintegration efforts, reflecting the essence of the local ownership approach.
Looking ahead, these insights will enhance the decision-making on the project’s future, ensuring sustainability and alignment with local needs. This mission reaffirms the commitment to fostering effective collaboration and enhancing local capacities, paving the way for a smoother reintegration and better outcomes for returnees.
