Return Counselling Training Strengthens Institutional Capacities in Ireland 

In early September, the RRF organised a three-day training for return counsellors in Dublin (Ireland), equipping participants with enhanced knowledge and practical skills to better support potential returnees.

The training brought together return counsellors from the Department of Justice with the aim of strengthening their ability to provide informed, effective and emphatic guidance on voluntary return and reintegration.

The sessions explored the complex dynamics of migration and return at the national, European and international levels. Particular emphasis was placed on building trust during counselling, improving communication techniques, and working effectively with interpreters. Trainers highlighted the importance of recognising vulnerability and tailoring approaches for individuals with specific needs. 

Participants also engaged in simulation exercises on empowerment (motivational interviewing), a method designed to foster open dialogue, overcome resistance and help returnees make informed decisions about their rebuilding their future in their countries of origin. 

Beyond immediate return counselling, the training highlighted the important role of counsellors in supporting long-term reintegration of migrants. Sessions covered a variety of topics, including the return–reintegration continuum process, strategies for drafting reintegration plans, and the importance of identifying reintegration support already during the pre-return phase. 

The training was led and facilitated by ICMPD/RRF trainers Anna Melenchuk, Ana Paladi, Diamantoula Vlantoni, and Veronica Grazzi. Their collective expertise guided participants through interactive workshops and discussions aimed at strengthening the professional and harmonised standards of return counselling. 

The training concluded with an evaluation and certification ceremony, recognising the participants’ commitment to providing dignified and informed support to migrants navigating the return process.
