Reintegration Insights: RRF and OFII in Senegal

As part of the Reintegration Amplification (RAMP) project, complementary reintegration services provide psychosocial support, vocational training, and support in setting up of environmentally sustainable businesses for voluntary returnees from the European Union. In addition, the OFII referral desk aims to act as a one stop shop for returnees to be oriented and referred to OFII activities, as well as local services to facilitate their reintegration in the local community.

In the framework of this project, representatives from the RRF Team and the French Office for Immigration and Integration (OFII) conducted an observation mission to Senegal from 5 to 11 May. The mission focused on visiting the providers offering complementary reintegration services as well as the recently formalised referral mechanisms in the context of the activities co-implemented with OFII. It aimed to observe the implementation of ongoing reintegration activities and enhance coordination with local stakeholders in Dakar, Ziguinchor, and Sandiara.

Engagement in Dakar

The mission began in Dakar with a series of meetings designed to align strategic objectives and share operational updates, including the OFII Senegal office and the EU Delegation, reaffirming mutual commitments to sustainable reintegration solutions.

On 6 May, delegates participated in the closing session of a business training programme, followed by direct engagement with beneficiaries and service providers. These interactions allowed the delegation to assess the real-world impact of training and entrepreneurship support provided under RAMP.

The following day, the team observed a personalised counselling session between a returnee and an OFII referral counsellor. This session highlighted the project’s focus on individual case management and the psychosocial dimensions of reintegration. Subsequent meetings included discussions with a local psychologist, and with referral mechanism partners including BAOS, CEPAIM, and ADEPME.

Expanding Horizons in Ziguinchor

On 8 May, the delegation travelled to Ziguinchor, a region that plays a central role in supporting the reintegration of returnees. A networking event at the Alliance Francaise brought together a diverse group of actors including local government officials, local entrepreneurs, service providers, and community members and returnees.

Participants exchanged experiences, challenges, and solutions. The event underscored the importance of fostering local ecosystems of support to ensure the sustainability of reintegration practices. It serves as a platform not only to amplify local voices but also strengthen collaborative relationships crucial for implementing tailored interventions.

Environmental Innovation in Sandiara

On the final day of the mission, the delegation visited Sandiara in the Thiès region to explore local environmental pilot projects. The group toured greenhouses and the CERFA centre—initiatives aimed at promoting sustainable agriculture. A meeting with a local beneficiary provided firsthand insight into how environmental solutions can support viable reintegration pathways.

Looking Forward

By observing the full cycle of reintegration services — from psychosocial counselling to vocational training and environmental entrepreneurship — the delegation gained valuable knowledge to inform future programme adaptations.

This mission not only provided a platform for mutual learning but also reaffirmed the EU’s, ICMPD’s and OFII’s commitment to creating dignified and durable solutions for returnees. With strengthened partnerships and a better understanding of on-the-ground realities, the RRF is well positioned to enhance its support in Senegal, together with OFII, and may offer useful insights for reintegration efforts in other regions.
